The Notice of Proposed Rule Making (NPRM) for Stage 2 Meaningful Use was posted to the Office of the Federal Register on February 23rd, 2012. The proposed rule outlines the next stage of meaningful use for the Electronic Health Record (EHR) Incentive Programs, which are administered by CMS.
Generally, with regard to syndromic surveillance: The NPRM proposes making the syndromic surveillance measure core for eligible hospitals and part of an optional public health menu set for eligible professionals. The rule also proposes that the testing standard should be the CDC’s PHIN Messaging Guide for Syndromic Surveillance (October 2011 release), a guide informed by the ISDS Recommendations made in January 2011.
